REGION 1 MEDICAL CENTER HISTORY

Region 1 Medical Center, originally known as Pangasinan Provincial Hospital (PPH), was established on August 29, 1925 under the administration of Pangasinan Provincial Governor Don Teofilo Sison. The building was erected in a lot donated by the governor in the town of Dagupan which became a chartered city on June 20, 1947. (Dagupan City is now a first class city and has progressed to become not only a bustling commercial and educational metropolis, but also as a center of modern medical services in Northern Luzon.) 

It started as a 50 –bed capacity hospital and later expanded into a 75 bed under its first Chief of Hospital, Dr. Raymundo Camacho, a surgeon.

From 1934 to 1941, Dr. Santiago U. Estrada took over as the second chief of hospital and PPH was upgraded into a 100 bed capacity health facility.

Dr. Enrique P. Romulo, served as the third chief of hospital. A few months after assuming office however, the Pacific war broke out. PPH was evacuated and moved to different sites. Dr. Arturo L. Reyes, the most senior resident physician, reorganized the hospital and was re-opened on March 29, 1942 at its original location. Dr. Romulo reassumed his position and served the hospital up to April 1, 1949. Under his management, the hospital capacity was increased to 150 beds.

Dr. Arturo L. Reyes served as the next chief of hospital.  Under his stewardship the following buildings were constructed:  the Surgical Pavilion, the Maternity Pavilion, Out-Patient Department, Laboratory, Physicians’ Quarters, and Laundry building.  Likewise, he renovated the Obstetrics and Gynecology, Pediatrics, Medical wards, hospital dormitory and Boys’ quarters.

He worked for the expansion of the hospital into a 200 bed-capacity facility and classified the clinical services it to four major clinical departments, namely: the Department of Surgery, Department of Medicine, Department of Pediatrics, and Department of Obstetrics and Gynecology. He offered training opportunities for paramedical personnel, came up with continuing education program for doctors and nurses, and opened the hospital as a training venue for post graduate Medical Interns and student affiliates in Nursing , Medical Technology and Nutrition.  

Furthermore, the 25- bed capacity Dona Teodora D. Manaois Memorial Hospital (DTMMH) was established as extension of Pangasinan Provincial Hospital. It is seated in a six- hectare lot donated by the clan of Dona Teodora Manaois, overlooking the Bonuan Blue Beach. The hospital annex is located at Bonuan Binloc, Dagupan City, about seven (7) kilometers from the main hospital. Dr. Reyes died in 1976 and was succeeded by Dr. Eufracio Jovellanos, the Chief of Clinics, in an acting capacity.

Dr. Fe Cruz-Manaois, the former head of the Department of Obstetrics and Gynecology, was appointed as the chief of hospital on January 1, 1977. Under her charge, she renovated the administrative building, the dietary section, and the wards.  The hospital offered in-service trainings to physicians and nurses of district hospitals and Rural Health Units of the province. The Department of Surgery was partially and temporarily accredited as training department by the Philippine College of Surgeons. Also, Pangasinan Provincial Hospital (PPH) was renamed as Gov. Teofilo Sison Memorial Provincial Hospital (GTSMPH) in honor of its founder.

After the 1986 EDSA People Power Revolution, Dr. Manaois tendered her courtesy resignation on November 17, 1986. Dr. Juan L. Pizarro, Jr., the City Health Officer of San Carlos City (Pangasinan), was designated as the officer-in-charge until December 1988. Subsequently, Dr. Jose Seapno-Reyes, the incumbent Assistant Regional Health Director of Region 1, took over in a concurrent capacity.    

From January 1, 1989 to January 17, 1992, Dr. Ciriaco Am Caraos was appointed as the Chief of Hospital and the Integrated Provincial Health Officer, with two assistants: Assistant IPHO for Hospital Operations and Assistant IPHO for Field Operations.  As a post 1986 EDSA People Power Revolution appointee, Dr. Caraos was ordered by DOH Secretary Alfredo R.A. Bengzon to institute reforms and propose programs to further improve the services of the hospital. Responding to the challenge, Dr. Caraos reorganized the hospital, enhanced the capabilities of the district hospitals, and established the Lingayen Community Hospital. Furthermore, GTSMPH conducted a series of Dental-Medical-Surgical Missions in the country side with the active involvement of the local health agencies. He likewise developed closer coordination with local government officials by holding interactive dialogues. He spearheaded the launching of the 1988 Generics Law (Republic Act No. 6675). Also in 1989, the Philippine Obstetrical and Gynecological Society (POGS) accredited the Obstetrics and Gynecology Department, headed by Dr. Felonila Canto, as a training department.

On July 16, 1990, the city of Dagupan was struck by a devastating magnitude 7.8 earthquake, causing severe damages to its main roads, bridges and infrastructures. GTSMPH buildings, except the original central building and the 3-storey Pediatric building, were assessed as unsafe, necessitating the transfer of hospital services to Dona Teodora Manaois Memorial Hospital.  Bunk houses were put up to temporarily accommodate the different wards. But due to the insistent clamor of patients, the Out Patient Department was soon re-established in the main campus to make it more accessible.

With the initiatives of Pangasinan’s fourth district Representative, Jose de Venecia, Jr., and the full support of former President Corazon C. Aquino, GTSMPH underwent massive rehabilitation and reconstruction. New buildings, designed to be more earthquake-resilient and able to accommodate more beds, were erected. The historical central edifice that suffered insignificant damages was however preserved and renovated.

 In 1991, the Department of Pediatrics was accredited as Training Department (Level I) by the Philippine Pediatric Society.   Dr. Caraos was succeeded in January 1992 by Dr. Eusebio C. Quebral Jr., who served the hospital up to August 1993. During his term, the Local Government Code of 1991 was implemented and GTSMPH was devolved to the Provincial Government. The operations of the hospital and local government health agencies were integrated under the direction of the provincial government.  

In 1994, Dr. Gil P. Del Rosario was appointed as the next Chief of Hospital/Provincial Health Officer.  On February 19, 1995 the newly constructed and rehabilitated GTSMPH was unveiled by former President Fidel V. Ramos.

Republic Act 7893, principally authored by House Speaker Jose de Venecia, Jr., was signed into law by Pres. Ramos on February 20, 1995, converting the GTSMPH into a 300 bed capacity Medical Center to be known as the Region 1 Medical Center (R1MC).Eventually the hospital management was reverted to the Department of Health and henceforth categorized as a ‘DOH retained hospital’.

In 1995, the GTSMPH Multipurpose Cooperative (GTSMPH-MPC), now known as R1MC – MPC, was organized by Mrs. Fe Sapigao, the former Chief Nurse, to provide the hospital community an easy access on food and other personal needs at affordable prices. Moreover, it offered credit services with low interest to members, to finance their emergency family needs.

On July 1, 1997, the hospital started to operate as a Medical Center and Dr. del Rosario worked for its gradual transition and upgrading until his retirement on August 31, 2002.   Henceforth, Dr. Glorifino M. Juan, Jr., an orthopedic surgeon and Chief of Hospital of Dr. Paulino J. Garcia Memorial Research and Medical Center in Cabanatuan City was transferred to take over the helm of the hospital.   

Dr. Jesus Canto was appointed as the next Medical Center Chief in April 2003 and served the hospital up to his retirement in April 2007. During his term, the Laboratory, Supply Storage building, Institutional Workers Quarters, initial phase of OPD building, covered Main Entrance, Payward ramp, and covered walk connecting the buildings at the back were constructed. The main Administrative Building, Special Area (OR, DR, ICU, NICU), and the Main Conference Hall were renovated. The fronting landscape of the hospital was redesigned. He established the Payward to serve pay patients at lower cost compared to private hospitals. More importantly, the income derived from its operation was sourced to subsidize the needs of charity patients. He likewise invited more consultants and specialists from the different private hospitals to boost up the training staff.

On September 28, 2007, Dr. Joseph Roland O. Mejia took over as the Medical Center Chief. He is an internist, but a manager tooled with trainings particularly in Advanced Hospital Management, Shaping of Health Care Delivery, Disaster and Emergency Medicine, and Risk Communication Management. He earned his master’s degrees in Business Administration in Health (MBAH), Public Administration (MPA), (Diploma) in Health Systems Management (DHSM), and is a holder of Career Executive Service Eligibility (CESE). He is a co-Founder and concurrent President of the Philippine Society of Medical Specialists in Government Service Inc.  (PSMSI) (DOH), which aims to extend specialized health services to the country side.

Being a goal setter and a risk taker leader, Dr. Mejia strategically planned to develop the Region 1 Medical Center to a potential competitor as ‘quality’ health care provider at par with the Medical Centers in Metro Manila and neighboring private hospitals. His administration ventured on Infrastructure improvement, Equipment upgrading, and Manpower development. He introduced the corporate-style of management and enhanced the revenue collections of the hospital.

He reorganized the hospital structure based on the DOH format, but instituted minor modifications, particularly with the clustering the Medical Division into three (3) namely Clinical Cluster (Depts. of Medicine, Pediatrics, Obstetrics and Gynecology,  Surgery, OPD, Emergency Medicine, Department of Ophthalmology, Department of ENT,  Department of Anesthesia, , Physical and Rehabilitation Unit, and Specialty clinics,  Ancillary Cluster (Depts. of Laboratory, Radiology, and Dental Service), and Allied Cluster (Health Information Management System,  Nutrition and Dietetics Service, Pharmacy and Medical Social Service) to ensure closer coordination and supervision of the different sections and departments.

On October 9-12, 2009, typhoon Pepeng caused an unprecedented flash-flooding in a week-end, inundating the entire ground floor of the hospital with a thigh to waist deep water level, resulting to multimillion pesos damages to equipment, supplies, drugs and medicines, medical-surgical supplies, and documents. The city wide power failure was compounded by the submersion of the hospital’s emergency power generator, subsequently disabling even the water source. Stranded hospital personnel had to render 48-72 hours duty, evacuating and attending to the needs of patients and their watchers. Nevertheless, despite of the limited resources, the basic and emergency services were restored in a week’s time – an accomplishment lauded by the DOH Secretary Francisco Q. Duque III during his visit. 

From thereon, the hospital continued with its massive development, particularly in the following programs and projects:

v  INFRASTRUCTURE DEVELOPMENT:

 

  • Construction of the Outpatient Building Phase II
  • Construction of a new Chapel.
  • Relocation and Restructuring of Laboratory Serviceshousing the Clinical Laboratory and Anatomical Laboratory, and the National Voluntary Blood Services Program (NVBSP)

 

  • Establishment of TREATMENT AND REHABILITATION CENTER

The facility has a 300-bed capacity located at the compound of Dona Teodora Manaois Memorial Hospital. It is dedicated to drug-addicted patients and their families from Northern Luzon, sparing them from the hustles and extra cost of travelling and staying in MetroManila while undergoing treatment and rehabilitation.    

TRC opened its OPD services on December 3, 2011, started admitting patients on July 24, 2014 and was formally inaugurated on February 26, 2015. Former House Speaker Jose C. de Venecia, Jr., initiated the project in consultation with the DOH Special Concerns Department, headed by Assistant Secretary of Health Elmer G. Punzalan. The undertaking was eventually pursued by Congressman Gina de Venecia of the 4th District of Pangasinan. The Dagupan Treatment and Rehabilitation Center is currently headed by Dr. Delfin P. Gubatan .

  • Renovation and conversion of Old Laboratory Building - to house the offices of the Finance Division, and the Corporate Center.
  • Rehabilitation and upgrading of the Emergency Room  with the following features:
  •  50-bed capacity
  •  Departmentalized emergency services
  •  Organized ER complex, with satellite Pharmacy, Laboratory, Admitting   section, Med. Social Service section to minimize the turn-around time
  • Two Major Operating Rooms designed to serve trauma and “direct to  OR” cases
  • Toxicology Room with Decontamination Room
  • Isolation Room - to temporarily hold patients with highly infectious diseases
  • Waiting area which can be converted as ER extension during mass casualty incidents
    •  Operation Center and Office of the Health Emergency Management Services (HEMS), situated at the second floor, to effect close coordination with the Emergency Room in dealing with accidents or mass-casualty incidents.

Training and Research:

  • Full accreditation of the training program of the Departments of Surgery and Medicine, and re-accreditation of the Departments of Pediatrics, Obstetrics and Gynecology
  • Recent accreditation of the Department of Laboratory (Clinical and Anatomic), Dept. of Radiology, and Dept. of Family Medicine as training departments
  • Ongoing completion of requirements for accreditation as training departments of: Department of Orthopedics, Department of Anesthesia and Dept. of Emergency Medicine.

Awareness Program

  • Establishment of Hospital Epidemiology Center   = in charge with the investigation and surveillance of disease outbreaks and monitoring of emerging and re-emerging global infectious diseases
  • Establishment of Media Affairs Office – in charge with press releases of the hospital    and dissemination of public health programs and advisories.
  • Conduct of Dental-Surgical-Medical Missions, in coordination with the LGU, Foreign Medical Societies, and Non-Government Organizations
  • Active involvement in the implementation of DOH programs (Kalusugang Pangkalahatan, Hi-5, Philhealth, etc.)
  • Strengthening of the Referral system with other hospitals

On March 15, 2013, President Benigno S. Aquino III inaugurated the newly rehabilitated and upgraded Emergency Room Complex and the new Administrative building (now known as the R1MC Corporate Center). The ER Complex was funded by the Health Facilities Enhancement Program (HFEP), in line with the “Kalusugang Pangkalahatan” agenda of the Department of Health.

 

Overwhelmed by the overcrowding of the wards and the increasing population of Pangasinan, which shares about 58.8% of the entire Region 1, Congressman Gina De Venecia worked wholeheartedly for the approval of Republic Act No. 10614 increasing R1MC’s bed capacity to 600. It was signed into law on August 28, 2013, necessitating the expansion of manpower requirement, and upgrading of its service facilities and Professional Health Care services, to be gradually implemented in a period of five years.  

PLANS  

  • Construction of the 11-storey building envisioned to deliver state of the art and quality health care to about 1000 In-patients. R1MC is one of the four government medical centers nationwide, initially identified as pilot projects, to be funded under the Health Facilities Enhancement Program (HFEP) of the Department of Health. Phase 1 of the project is scheduled to start in 2017.
  • Construction of a 5 storey-Medical Arts building, complemented with a multi-level parking facility.
  • Construction of a 300-bed Regional Center for Mental Health at the DTMMH compound.

Region 1 Medical Center shall continually aim for excellence in the provision of healthcare --- a shared responsibility of its past, present, and future personnel and stakeholders. The R1MC slogan “OUR LEGACY; OUR OWN” is but appropriate to reflect on.
